<p>Baltimore Adult Soccer League’s 2013</p>
<ul>
<li>Dates: Saturdays – June 22 -August (Tentative)</li>
<li>Style: 11 v 11 (8 men, 3 women)</li>
<li>Location: Bonvegna Field &amp; Utz Field at Patterson Park (turf)</li>
</ul>
<p class="p1">$55 returning player no shirt. Plus $2.50 Processing Fee .. $65 Player with Shirt plus $2.50 Processing Fee. Late sign-ups will be refunded any missed games once they are assigned.</p>
<p class="p1">1. Shinguards are required! No Jewelery</p>
<p class="p1">2. Minimum of 7 with one girl to start the game</p>
<p class="p1">3. If you don&#8217;t have enough players within 10 minutes of game clock, team is forfeited and assessed $50 forfeit fee.</p>
<p class="p1">4. Shirt is included only if you pay the &#8220;Open Player&#8221;  Fee of $65.</p>
<p class="p1">5. Team captains can opt to pay the upfront team cost of $850 which includes all ref fees only, no shirts. Teams needing to order additional shirts or need shirts to give to additional players will be invoiced at $10 per shirt.  This option will allow you to have unlimited roster. If you opt to have BASL individually invoice each player, each player will be invoiced at $55 even if your team hits the minimum league costs to cover admin expenses for collection. In addition if you choose the individual payment method and you fail to reach the 15 players on the roster, the captain is responsible for the difference to meet the minimum by deadline.  Players added on after season start will be required to sign waiver and pay individual fee. As a captain, choose your option wisely. Paying up front will save you and your players the hassle.</p>
<p class="p1">6. Open Players will pay full price upfront and we will pro-rate the league fees based on how many games have missed.  You will be refunded the difference immediately.</p>
<p class="p1">7. Games will be played on Both Bonvegna Field and on Utz Field.</p>
<p><em>This will be a short summer league with 8 games! </em></p>

				<content:encoded><![CDATA[<p>Today it&#8217;s snowing and we are only days away from the opening of Spring Outdoor for BASL Saturday. New this year is the fact that we are going to be playing on a newly turf field at Utz Field in Patterson Park and we split the league up into two divisions  place teams within their competitive levels.  We had 12 teams sign up for D1 and 8 teams sign up for D2. To be fair we had to rotate a few D1 teams with D2 to play on Bonvegna field.  The Bonvegna field has remained a grass field for this season however has a new management company handling the field maintenance and they have promised to make the field a much more enjoyable field to play on. The last I heard, they had tamped the field flat and had just reseeded. Not sure that having this unexpected cold snap so late in March is a good thing, but we can only keep our fingers crossed.</p>

With that said, many were not happy about implementing a new contest and boy did we hear some concerns about it. And you did not hold back. No worries. After the night had ended.. I believe that many were surprised that it was indeed a contest that leveled the playing field so to speak.  The winner of the mini tournament was Tottenham Hotspurs who hailed out of the top seeded bracket with a total of 15 points. Ajax came in at 14, who was also in the top bracket. Tottenham, has opted to represent BASL in the upcoming Mike Woodward indoor tournament, and BASL will also recognize FC Drafted as the season champion at a team happy hour at CLaddagh Pub, league sponsor.</p>

<h3><span style="color: #ff0000;"><b>League Administration &amp; Rule Enforcement</b></span></h3>
<ol>
<li><span style="color: #ff0000;">The league will be administered by the Baltimore Sports Group (BSG) dba Baltimore Adult Soccer League (BASL)</span></li>
<li><span style="color: #ff0000;">BASL reserves the right to make changes, updates, corrections or delete rules at any time for the betterment and/or safety of the league or when a rule or policy in question becomes controversial for BASL administration, it’s players, the officials and/or the sponsors.</span></li>
<li><span style="color: #ff0000;">In the event that a particular policy or rule is found to be incorrect or misinterpreted at the time of enforcement, BASL staff should be consulted so that an immediate ruling or clarification can be made. If a member of the BASL staff is not available, the decision defers to the officials on the field. If an official is unable to make a ruling based on information, the captains of both teams must agree on the outcome.</span></li>

<h3><b>Field,  Equipment &amp; Insurance</b></h3>
<ol>
<li>Outdoor Games for the 2013 Soccer League will be played at Senator Bonvegna field in Canton and at Utz Field, located in Patterson Park on Linwood Ave.</li>
</ol>
</li>
</ol>
<p>The field is across the street from Du Burns Arena (1301 South Ellwood Avenue, Baltimore, MD 21224).</p>
<ol>
<li>Indoor games will be played at William J Myers Pavilion located at 4300 West Bay Ave in Brooklyn.</li>
<li>Per the policy of Baltimore City Recreation and Parks, all players are insured and a portion of registration fees are used toward compliance based on facility/management requirements. New players (free or open agents pay a higher fee to cover initial costs) All players, captains and spectators are responsible for their own safety and aware of the hazards of playing a contact sport. BASL will continue to advocate for better field conditions but is not responsible for the care or the neglect of playing fields.</li>
</ol>

<h3><b>Eligibility</b></h3>
<ol>
<li><strong><i>a.       </i><span style="color: #ff0000;">Players must be 18 years of age and have graduated from high school and are not currently playing professional soccer. Since the league is sponsored by a beer company and a local bar, players participating in pre-game or after-game activities which involve drinking alcohol must be of legal drinking age, 21. <i>BASL is not liable in any capacity for any injury, incident or accident that may arise as a result of any BASL participant attending off-field activities provided by the sponsors.</i></span></strong></li>
<li><span style="color: #ff0000;"><strong>All fees must be paid either individually or by the captain based on the registration option chosen at the sign-up. All new players must sign a  waiver before a team is allowed to play. Waivers are available online and can be turned in or electronically signed.</strong></span></li>
<li><span style="color: #ff0000;"><strong>Teams or players found to have not paid registration fees risk having either the teams’ or players eligibility to continue to play revoked till paid in full which means BASL reserves the right to not allow players or teams to continue any scheduled games up to and including playoffs &amp; championships. Once a team or player has been notified, the amount due must be paid immediately or the team faces a season forfeit and will not play additional games till balance is satisfied. Team captain also faces not being allowed to register for future leagues.  </strong></span></li>
<li><span style="color: #ff0000;"><strong>Teams must meet the minimum roster requirement if the option chosen by the team captain is to bill the individual players. If the roster requirement is 12, and the team has a paid roster of of 11, the captain will be responsible for the remaining registration fee to cover the 12<sup>th</sup> player  or will be subjected to the previous policy c. of eligibility.</strong></span></li>
<li><span style="color: #ff0000;"><strong>Any substitutes that have not previously played must sign the waiver before he/she plays. A player that plays without signing the waiver will cause the team to forfeit.</strong></span></li>
<li><span style="color: #ff0000;"><strong>Substitutes can be used from other teams in the BASL.</strong></span></li>
<li><span style="color: #ff0000;"><strong>Players will be asked to determine or define their playing ability to better assess a teams’ overall skills as following:</strong></span>

<li><strong>A Level Player- former D1/D2/D3 college level, professional, very advanced skills, club level</strong></li>
<li><strong>B Level Player- skilled, club player, played in high school, lapse between college playing</strong></li>
<li><strong>C Level Player – some skills, knowledge of the game, could be out of shape, older, just getting back in the game etc, casual player</strong></li>
<li><strong>D Level Player- knowledge of the game, out of shape, haven’t played in a while or very little exposure to the game</strong></li>

<h3><b>Captains Responsibility/Team Contacts</b></h3>
<ol>
<li><strong><span style="color: #ff0000;">Each team must designate a team captain that will be the single point of contact for communication   between   the team and BASL.</span></strong></li>
<li><strong><span style="color: #ff0000;">The team captain is responsible for ensuring that his/her team is aware of and follows all rules and league processes. There are no exceptions or excuses. <i>This a league for adults.</i></span></strong></li>
<li><strong><span style="color: #ff0000;">Team captain is responsible for communicating team schedule and ensuring that enough players will show up to a game.</span></strong></li>
<li><strong><span style="color: #ff0000;">Team captain is responsible for updating their games scores in the league system. Failure to do so can affect team’s ranking. After 48 hours, if no score is reported, a “0” will be entered.</span></strong></li>
<li><strong><span style="color: #ff0000;">Team captain is responsible in making sure that each member of the team has paid their registration, waivers are signed and turned in. Any remaining registration fees will be the responsibility of the captain to meet the league team minimum requirement.  Read Eligibility.</span></strong></li>
<li><strong><span style="color: #ff0000;">Team captain is responsible for ensuring that players are wearing league shirts or that any player that is substituting is wearing a number on the back.</span></strong></li>
<li><strong><span style="color: #ff0000;">At registration, the captain will have the option to choose either one full team payment that he/she will collect from their individual rostered players or have the league invoice each player individually. If the captain chooses the latter option of registration, BASL will continue to charge and collect the individual registration fee regardless of the amount of players on the roster, and regardless of whether the team has met the minimum roster requirement. This is convenience to the team that BASL offers this service and is merely covering their cost of administration and third party fees that are charged to BASL for providing convenience and for the additional time to collect. In addition, any individual players that have not paid their fees by the third game will be the responsibility of the captain. *If the fee is not paid by the 4<sup>th</sup> game, the player(s) will be removed. If the removed player is found to be playing in the remaining games..*the team will have forfeited the season and possibly be removed from the league. Please get the fees paid!!  </span></strong></li>
<li><strong><span style="color: #ff0000;">As a suggestion, the captain is being asked to help facilitate patronage to league sponsors before and after games.</span></strong></li>
<li><strong><span style="color: #ff0000;">Team names that are unusual and different are encouraged. Team names that are considered racial or offensive will not be allowed.</span></strong></li>
<li><strong><span style="color: #ff0000;">We are encouraging captains to hold on to extra shirts/uniforms to hand out at games in case of substitutes.</span></strong></li>

<h3><b>Play Format &amp; Divisions</b></h3>
<ol>
<li>The regular season will be pool play format with 3 points awarded to a team for each win, 1 point for each tie, and 0 points for each loss.</li>
<li><span style="color: #ff0000;">Based on registrations and capacity the league will create two or more divisions based on overall team ability. In the event of lower registration as in summer sessions, the league may combine divisions and offer one.</span></li>
<li> The levels will be as follows</li>
<li>Div 1 – Teams consisting mainly of A-B level players, team can have as many C-D level players to qualify</li>
<li>Div 2 – Teams consisting mainly of C-D level players, teams in this division will be limited to not having more than three (3) A rated players on the roster and unlimited to B level players as long as the ratio of C-D is more than half of the players on the roster.</li>
<li><span style="color: #ff0000;">Men’s Open-consisting of men’s teams of all skill levels</span></li>
<li><span style="color: #ff0000;">Women’s – consisting of women’s teams of all skill level</span>
<ol>
<li><strong><span style="color: #ff0000;">At the end of the regular season, the top half of the teams will play in a single elimination Champions Bracket to decide the winner. The bottom half teams are not  guaranteed  play in consolation or playoff games in order to fulfill an 8 game season when noted. This means that at the end of the season, the lower seeded teams may not have additional games. BASL will review field availability. The League Details will provide additional information as to how the end of the season will be handled for both top seeded and lower seeded games, again based on the capacity of the league and field availabity. *Teams found to not have fully paid registration dues will not be allowed to participate. See Eligibility Rules above.  </span></strong></li>
<li><strong><span style="color: #ff0000;">The final game of the Champions Bracket will be played on the same day as the semi-final games which will be played 9<sup>th or 10th </sup> week of season weather and field availability permitting.</span></strong></li>
<li>At the end of the season the top team in the D2 may be relegated to the D1 and the lowest ranking team in D1 will be relegated to D2 in the subsequent seasons.   </li>
<li>In the case of a tie for one of the top four spots, the following tie breakers will be used in order:

<li>Head to head competition</li>
<li>Goal differential</li>
<li>Goals scored</li>
<li>Coin toss</li>

<h3> 2. <b>Playing Rules</b></h3>
<p>All rules will be governed by FIFA rules with the exception of those listed below.    </p>
<ol>
<li><span style="color: #ff0000;"><strong>   Outdoor Teams must field 11 players with a minimum of 3 women &#8211; a team is welcome to use more than 3 women.                                         </strong></span></li>
<li><span style="color: #ff0000;"><strong>  A team will be allowed to start the game with just 1 woman but the team must play down 2 people. In other words, a team with only 1 woman may only play with 9 players (8 men, 1 women}.     </strong></span></li>
<li><span style="color: #ff0000;"><strong>  In order to avoid forfeits, a minimum of 7 players must be on the field to start a match. 1of them must be a woman with the following exception: In the case of the opposing team having a shortage of players/women. If the match can start with even amount of men/women or no women as long as there are 7 players, the referees will allow the game to play. Captains must concur. Teams may also offer additional players to opposing team to fulfill the required amount of players in order to get the game started. If both teams agree in the beginning, the game will count toward statistics regardless of who wins.                                            </strong></span></li>
<li><span style="color: #ff0000;"><strong> A team that cannot field at least 7 players at the start of game is subject to a forfeit and a forfeit fine of $100 within 10 minutes of start time. Game clock will start on time. The forfeit fee must be paid prior to the team’s next game.                </strong></span></li>
<li><span style="color: #ff0000;"><strong> Unlimited substitutions are allowed throughout the game. Substitutes may only enter the game when the referee gives permission during a dead ball (throw-in, free kick, etc.) of the team with the ball, however in case of extreme heat, both teams may piggy-back substitute in the second half of the game provided it has been discussed and agreed by the officials. It is suggested that at half time both captains approach the officials and not while the game is running.  </strong></span>

<li><strong>Ties</strong>

<li>Any regular season game that ends in a tie will remain a tie. Each team will be rewarded 1 point in the standings.</li>
<li><strong><span style="color: #ff0000;">In the event that a Playoff/Championship Bracket game ends in a tie, the teams will play an additional  (2) 5  minute periods played to conclusion – with a golden goal to determine a winner.  All players must remain on the field at the end of the game and will also participate in the golden goal round.</span></strong></li>

<p> In the event that the game is tied after the extended time, the game will be decided by penalty kicks. Each team will take 5 kicks. All female players on the field will participate for each team .</p>

<li style="text-align: left;"><strong>Slide Tackling -</strong>
<ol>
<li><strong><span style="color: #ff0000;">ALLOWED but safely. Any deliberate attempts to hurt another player through illegal contact on the field or a dangerous tackle will be dealt with at the discretion of the referee.</span></strong></li>
<li><strong><span style="color: #ff0000;">Sliding is allowed if a player is attempting to get to a ball and no other player is within 5 ft. This will be a judgment call by the official.</span></strong></li>

<h3>Officials</h3>
<ol>
<li><strong><span style="color: #ff0000;">Two (2) officials will be at each game. Ref fees are already part of the league fees, so there is no need to pay them the day of the game.</span></strong></li>
<li><strong><span style="color: #ff0000;">The officials are responsible for all calls of the game (including offsides).  Their ruling is final. Additional questions on the field regarding questionable calls or disagreements are discouraged as they hinder the official from monitoring the game. Questions regarding calls should be limited to one, and if the official cannot answer it reasonably, stop asking and let the play resume.</span></strong></li>
<li><strong><span style="color: #ff0000;">The officials are also responsible for keeping time. Not for updating scores on the system.</span></strong></li>
<li><strong><span style="color: #ff0000;">Officials are responsible for keeping the games running on time, and game clock is to start at the scheduled time.</span></strong></li>
<li><strong><span style="color: #ff0000;">Officials are responsible for making sure that players comply with the rules in regards to wearing shin guards, no jewelry and uniform requirements.</span></strong></li>
<li><strong><span style="color: #ff0000;">Officials are responsible for calling and recording Yellow &amp; Red cards and/or reporting unusual and/or bizarre behavior. ie. A player who is consistently retaliating or belittling other players.</span></strong></li>
<li><strong><span style="color: #ff0000;">Officials have the right to remove a player that appears to inebriated or smells of alcohol.  Any player that is removed from a game due to alcohol consumption will not be allowed to play in the next game.</span></strong></li>
<li><strong><span style="color: #ff0000;">Officials are to respect and reciprocate considerate behavior to players and spectators.</span></strong></li>

<h3>Conduct/Sportsmanship</h3>

</ol>
<p>While we encourage competitive play, please remember this not professional soccer!  So lighten up, be a good sport and be courteous to all players and officials. Remember that you play in a mixed level league.</p>
<ol>
<li>
<h3>Yellow and Red Cards</h3>
<ol>
<li>Cards will be given via the judgment of the officials.</li>
<li><span style="color: #ff0000;">The use of expletives on the field will not result in a red card and players will not be removed from the game as long as it is in the normal course of play or heard as an expression of frustration. However there will be a no tolerance to players who hurl expletives or derogatory remarks at an official or player.</span></li>
<li>Any player receiving a red card will be ejected from the game and suspended from the next.</li>
<li>Any player receiving 3 yellow cards throughout the season (including the playoffs) will be suspended for their following game.</li>
</ol>
</li>
<li>If there is an issue with a player or official, only the TEAM CAPTAIN may approach the official tomake him/her aware of the issue. Harassing of other players and the officials will not be tolerated.</li>
</ol>
<ol>
<li style="padding-left: 30px;">First offense: Warning</li>
<li style="padding-left: 30px;">Second offense: Yellow Card/Red Card &#8211; referee decision based on the degree of the transgression</li>
<li style="padding-left: 30px;">Any physical fights or verbal threats that result injury of players, spectators or refs will result in expulsion from the league for the remaining season with a ban on future registration and/or other liabilities.  Each offense will be reviewed on a case by case basis.</li>

<h3>Uniform</h3>
<ol>
<li><span style="color: #ff0000;">Upon registration, a team/captain must declare their teams’ color. Each player of the team must wear this color each game and in the case of a substitute must attempt to wear a like color with a number.  </span></li>
<li><span style="color: #ff0000;">Uniforms will no longer be part of the fees but will be added on as needed either as a new player or full team set. Team captain will need to assess the needs of their team and determine the number of new shirts that will be needed. League issue uniforms are required. Additional or new uniforms will be at the expense of the captain</span></li>
<li><span style="color: #ff0000;">In the event that two opposing teams are the same color, the away team must wear another color for that game or pennies will be worn.</span></li>
<li><span style="color: #ff0000;">Goalies must wear a color that is different from his/her team and the opposing team.</span></li>
<li><span style="color: #ff0000;"><b><i>PLAYERS MUST WEAR SHINGUARDS</i></b>. Any player not wearing shinguards will not be allowed to play.</span></li>
<li><span style="color: #ff0000;"><b>NO visible jewelry is allowed</b>. Non dangling earrings can only be worn if tape is placed over them. Wedding bands without prongs or gems can also be safely worn.</span></li>

<li>Alcoholic Beverages &amp; Unknown Substances</li>
</ol>
<p><strong><span style="color: #ff0000;">Because we are using a city park property, no alcoholic beverages are allowed on the premises without proper permits and will be strictly enforced. Do not get caught with alcohol at league games played at BCRP facilities. Officials will be on the lookout for inebriated players. Any player that appears to be incapacitated due to alcohol or other substance will be asked to leave the game and not allowed to play.</span></strong></p>
